The reason the tyranids have higher unit caps than other armies is so that some of the units can be used for base defense. We would be crazy if we didn't have Hive Guard take up some of this cap. I don't think there would be any problems combining the two. Mods that mess with the troop/support cap are fairly common and rarely conflict with our code.
